12HOUSEFINDER SPECIAL EDITION - PIPF | JULY 2025At HOME in Osona VillageOf the property projects north of Windhoek for up-andcoming civil servants, the Osona Village is the flagship development, functioning as a smart village while striving to become a Smart City. Other notable ones in the PIPF stall are Otavi and Omuthiya.Osona%u2019s advantages are well-known: affordable, peaceful, secure, modern, within easy reach of both Windhoek and Okahandja. Lesser known is the intricate web of stakeholders working silently in the background: The governance lies in the hands of the Okahandja Municipality, primary developers (PIPF), major funding bodies (GIPF), property management firms (OPMC), and resident representative bodies (Homeowners%u2019 Association). This multilayered structure denotes broad participation but also includes complexities in decision-making and accountability. The future of the Village lies in the successful blending of these strengths. The Osona Property Management Company (OPMC) acts as an extension of the local Okahandja Municipality in terms of powers, duties and functions. It is a joint venture company established with the consent of the Minister of Urban and Rural Development, under Regulation 2 of the Joint Business Venture Regulations (Gazette 3864), published under the Local Authorities Act No 23 of 1992. The OPMC plays a direct role in the day-to-day administration of the village, including implementing municipal directives like levy increases. They also liaise between the municipality and the homeowners. The Osona Village Homeowners%u2019 Association functions as a collective representative body for residents, actively challenging municipal decisions, such as levy hikes, and advocating for greater transparency and consultation. The PIPF takes pride in being market leaders, still offering unmatched prices for residential properties, such as a 2-bedroom, 2-bathroom, 60 m2 unit offered at approximately N$500 000.Freestanding sectional titles give homeowners direct access to their property, reduce body corporate charges and provide the opportunity to extend the property as the family grows.Who are the residents? The homeowners, statistically, can be summarised as follows: GENDERFemale 57%Male 43%AVERAGE AGEFemale 37Male 41EMPLOYERPublic Servants74%Parastatals16%Private Sector10%AVERAGE MORTGAGEAmountN$657 034.21\\
